If you don’t want to spend a lot of money on Adobe Photoshop, but still need to work with PSD files, you can download the Paint.NET PSD Plugin. This extension lets you open and edit Photoshop files with the image editor Paint.NET.
Installing the Paint.NET PSD Plugin takes only a few seconds, and you can find instructions in the included Readme.txt file. In our quick test, we created a file in Photoshop with a few layers and some simple drawings. We were then able to open the same file in Paint.NET without issues. According to the developer, not all features will work because the applications are quite different.
